This is yet another wrong way of using the passages from Tanakh. Reason is Hebrews quotes part of the passage to make his belief get support. If you read Isaiah 8 it is talking about G-d promising Isaiah how he is going to save Ahaz, king of Judah from Sennacherib king of Assyria. All Images are links to Google Images.
