Paul in these passages asserts that the Jews were supposed to hear the good news about Jesus but were helpless as Moses, David & Isaiah prophesied that they will not believe in the Good news. They also prophesied that this good news will be accepted by the gentiles and they will be saved by their belief in Jesus.
