Why does Paul think Jesus is the Goat that takes away the sins of the whole world? ~ Cross reference of Romans 3:25 to Leviticus 16:15
Paul seems to be the smartest of the lot who write the Greek texts. He gets closest to what Tanakh says is the sin offering for atoning for the people's sins. He quotes Leviticus 16 which is in fact the only place in Tanakh that talks about how Israel's deliberate sins will be atoned for. This does not apply for all nations.
Sad part is the goat that atones for the sins of the people is the Azazel[the one that is sent way and dropped off a cliff] and not the the goat that is sacrificed on the altar.

My encouragement to you is that you read the whole chapter of Tanakh that the Greek text quotes so you get the context and understand what G-d actually said.

Romans 3:25 God presented Christ as a sacrifice of atonement,[i] through the shedding of his blood—to be received by faith. He did this to demonstrate his righteousness, because in his forbearance he had left the sins committed beforehand unpunished— 26 he did it to demonstrate his righteousness at the present time, so as to be just and the one who justifies those who have faith in Jesus.
Leviticus 16:15 He shall then slaughter the he goat of the people's sin offering and bring its blood within the dividing curtain, and he shall do with its blood as he had done with the bull's blood, and he shall sprinkle it upon the ark cover and before the ark cover. 16 And he shall effect atonement upon the Holy from the defilements of the children of Israel and from their rebellions and all their unintentional sins. He shall do likewise to the Tent of Meeting, which dwells with them amidst their defilements.
- A sin offering is ALWAYS for unintentional sins. These are sins that a person commits by not honoring the 613 laws of that G-d gave Israel at Mount Sanai.
- Leviticus 4:2 Speak to the children of Israel, saying: If a person sins unintentionally [by committing one] of all the commandments of the Lord, which may not be committed, and he commits [part] of one of them
- Irrespective of what offering is made G-d expects the person to first repent and then only bring the sacrifice. The sacrifice is more a reminder to the person that he is giving up an animal that could have been his food or have worked for him to help him produce food. The most important thing is repentance.
- Leviticus 16 is about Yom Kippur and is talking about first the priest bringing a bull as sin offering for himself and a ram for a burnt offering. In verse 3 he offers his sin offering.
- Leviticus 16:3 With this shall Aaron enter the Holy: with a young bull for a sin offering and a ram for a burnt offering. 6 And Aaron shall bring his sin offering bull, and initiate atonement for himself and for his household.
- The offering for the sins of the the nation will be 2 he goats one for a sin offering and the other one [Azazel] for taking the burden of the nations sins on it and it is sent out into the wilderness and dropped off a cliff to die. This is the one that atones for both intentional sins and trespasses of the people.
- Which goat is assigned as the sin offering and which one the Azazel is decided by throwing lots. There is nothing special about the sin offering goat. So Paul claiming that Jesus [son of god] was chosen and he only could do this is just an assertion. Also there is nothing about people having faith in the sin offering goat.
- The goat that is used as a sin offering is used by Paul to say that Jesus was this goat and because he was the sinless son of god, Jesus has wiped out the sins of all mankind for ever. See what the purpose of the sin offering goat is for.

- This goat that is sent out into the wilderness and killed is for all the intentional sins of the nation.
- Leviticus 16:21 And Aaron shall lean both of his hands [forcefully] upon the live he goat's head and confess upon it all the willful transgressions of the children of Israel, all their rebellions, and all their unintentional sins, and he shall place them on the he goat's head, and send it off to the desert with a timely man. 22 The he goat shall thus carry upon itself all their sins to a precipitous land, and he shall send off the he goat into the desert.
