Is it hard for the righteous to be saved? ~ Cross reference of 1 Peter 4:18 to Proverbs 11:31
Peter is encouraging the believers of Jesus that they need to stay strong as persecution will come because of their faith in Jesus. He tells the reader to be glad as they are suffering just as Jesus suffered. He says that if they endure to the end they will see the glory of Jesus.
He says if you suffer because of murder, theft or meddling, you cannot count it as suffering for the "good news".[Wonder what kind of moral IQ these people had that he had to lay it out and explain this fact]
Then Peter asserts that persecution will start with "god's household" [believers of Jesus] and then says if we are going to be persecuted [I think he means by non-believers] then imagine how bad the outcome will be for people who do not believe in the "gospel message" [I think he means G-d will punish the people who do not believe in Jesus]
Kind of sad that Peter misquotes the passage. Check the actual verse that NIV has for Proverbs 11:31.
Let us see if Solomon said that Jesus's followers will be punished and that G-d will punish non-believers even more.

1 Peter 4:17 For it is time for judgment to begin with God’s household; and if it begins with us, what will the outcome be for those who do not obey the gospel of God? 18 And, “If it is hard for the righteous to be saved, what will become of the ungodly and the sinner?” 19 So then, those who suffer according to God’s will should commit themselves to their faithful Creator and continue to do good.
Proverbs 11:31 Behold! The righteous man will be requited on earth; surely a wicked man and a sinner.
Proverbs 11:3 The innocence of the upright leads them, but the distortion of the treacherous robs them.
Proverbs 11:5 The righteousness of the innocent will straighten his way, but the wicked will fall in his wickedness.
Proverbs 11:6 The righteousness of the upright will save them, but in the destruction, the treacherous will be caught.
Proverbs 11:7 When a wicked man dies, hope is lost, and the expectation of his children is lost.
Proverbs 11:8 A righteous man is extricated from trouble, and a wicked man comes in his stead.

Provers 11:31 [NIV] If the righteous receive their due on earth, how much more the ungodly and the sinner!
Proverbs 11:1 Deceitful scales are an abomination of the Lord, but a perfect weight is His will.- There is a key difference in the meaning of "Save", "Savior", "Salvation" as used in Tanakh and the Greek text. Tanakh always refers to physical, political, terrestrial situations. The Greek text uses it to refer to "life after death", "save from hell", "ticket to heaven" etc.
- In this passage Peter uses the word "saved" to mean saved from persecution.
- Solomon in chapter 11 is talking about righteous people and righteous living and how G-d loves the righteous and detests the wicked.
- He talks about how G-d will bless the righteous with good things in this world and how the wicked will be punished.
- There are many verses that actually say that the righteous will be saved because of their righteousness and the wicked will suffer for their wickedness.
- In verse 31 Solomon is saying that the punishment of wicked people will be intense given that even the righteous will be punished for their past wickedness.
- There is nothing about people being punished for not believing in the messiah / Jesus. Solomon clearly defined "wickedness" as not obeying the law. See the below verses that talk about the blessings for the righteous and punishment for the wicked.
