This post is not intended to offend anyone's faith but for those people who are Seeking the truth of THE ONE TRUE G-D of the universe to who we owe all our love, gratitude & devotion.
My encouragement to you is that you read the whole chapter of Tanakh that the Greek text quotes so you get the context and understand what G-d actually said.
G-d Bless and Seek THE Truth.
Romans 10:12 For there is no difference between Jew and Gentile—the same Lord is Lord of all and richly blesses all who call on him, 13 for, “Everyone who calls on the name of the Lord will be saved.”[f]
Joel 3:1 And it shall come to pass afterwards that I will pour out My spirit upon all flesh, and your sons and daughters shall prophesy; your elders shall dream dreams, your young men shall see visions. 2 And even upon the slaves and the maidservants in those days will I pour out My spirit. 3 And I will perform signs in the heavens and on the earth: Blood, fire, and pillars of smoke. 4 The sun shall turn to darkness, and the moon to blood, prior to the coming of the great and awesome day of the Lord. 5 And it shall come to pass that whoever shall call in the name of the Lord shall be delivered, for on Mount Zion and in Jerusalem there shall be a deliverance, as the Lord said, and among the survivors whom the Lord invites.

- If you read Joel in context, you will see that chapter 1 talks about how the enemies of Israel exploited and harmed them. From chapter 2 through to 3 G-d talks about his promise to restore Israel and Chapter 4 [Last part of chapter 3 in Greek text] G-d talks about how he will destroy the enemies of Israel.
- In the passages that Paul quotes from chapter 3 G-d is saying that in the messianic age, G-d will pour out his spirit on people and prophecy will be restore like it was 500 years before Jesus was born. All this passage is saying that even common people not just prophets of Israel will prophecy not that the gentiles also will have the spirit.
- Paul use this passage to say that after Jesus came all people have been given the spirit and hence there is no difference between Jews and gentiles.
- G-d says he will perform wonders in nature and these will be signs for the people to know that G-d will restore Israel and make it secure and who ever believes in G-d will be delivered from harm. Paul uses this passage to say that whoever believes in Jesus will be saved from their sins.
- Joel 3:5 And it shall come to pass that whoever shall call in the name of the Lord shall be delivered, for on Mount Zion and in Jerusalem there shall be a deliverance, as the Lord said, and among the survivors whom the Lord invites.
- This whole passage is about the ONE TRUE G-D of the universe, how can Paul say this is about Jesus. Even the doctrine of trinity has 3 person and these cannot be interchanged.
- This is a prophecy that is yet to happen, I pray to G-d that it happen during our time.
