Will Israel be amazed at how gentiles believe in Jesus? ~ Cross reference of Acts 13:41 to Habakkuk 1:5

I am actually amazed by what Paul uses as a cross reference telling people to be amazed with god has done for them through Jesus.
Also see how Paul replaces words to drive his point. Even the Greek text does not agree with what he quotes. Habakkuk is not talking about scoffers or they perishing right?
Let me explain.
[NIV] Habakkuk 1:5 “Look at the nations and watch and be utterly amazed. For I am going to do something in your days that you would not believe, even if you were told.

[NIV] Habakkuk 1:5 “Look at the nations and watch and be utterly amazed. For I am going to do something in your days that you would not believe, even if you were told.
- Habakkuk, is asking G-d how long will he tolerate the evil that is happening to Israel when the wicked are exploiting the poor and no one is living according to the Torah. G-d say's he is going to do an amazing thing that no one will believe.
- G-d then reveals that this amazing thing is that he will raise the Chaldeans [Babylon] to come and attack Israel and take all the wicked people into exile. This is exactly what happened when Nebuchadnezzar came and destroyed the temple and took everyone into exile.
- G-d is not telling that in the gentile nations a revolution [amazing thing] will happen were people will believe in Jesus and be saved from their sins.
- Paul even goes to the extent of saying that what the law failed to do Jesus made possible by dying for the sins of all who believe in him.
