Did Paul just say that G-d is unfair and you can nothing about it? ~ Cross reference of Romans 9:21 to Isaiah 29:16, Isaiah 45:9, Hosea 2:25
See the nonsense you have to deal with when you build a theology on lies. Here Paul is addressing the issue that he created in the earlier passages by saying that Pharaoh was a puppet of G-d and Pharaoh had to be evil so that G-d could show his power.
But since Paul asserted that not only Pharaoh was a puppet but that all of mankind is helpless and god blesses those he wishes to bless and those he does not will be lost and in rebellion and god will destroy them like he did to Pharaoh.
In verse 19 he calls out the problem and swiftly misquotes Isaiah to say we are not to question gods decision of who he choses for destruction and who he choses for mercy. Then using Hosea out of context he says the gentiles are the ones that god decided to show mercy to [obviously through the blood of Jesus].

If you read exodus you will clearly see G-d saying why he did the miracles and in Deuteronomy and Joshua you will see how the gentile nations feared Israel.
So Paul assuming that all this was done that 3500 years later gentiles can be shown mercy is wishful thinking and a lie.
Let us see if Hosea supports his theory that the gentiles are what Hosea is talking about.

Isaiah 29:16 Shall your perversion be regarded like the potter's clay? Shall the thing made say of him who made it, "He did not make me," and the impulse say to the One Who formed it, "He does not understand"?
Isaiah 45:9 Woe to him who contends with his Creator, a potsherd among the potsherds of the earth, shall the clay say to its potter, "What do you make? And your work has no place."

- The context of Isaiah 29 is during the time of King Hezekiah before the attack by Sennacherib. G-d is saying that Israel has turned to complacency and they do not worship G-d with all their heart and soul.
- Isaiah 29:13 And the Lord said: "Because this people has come near; with their mouth and with their lips they honor Me, but their heart they draw far away from Me, and their fear of Me has become a command of people, which has been taught.
- G-d says he will send enemies to attack Jerusalem and use these wicked nations to wake up the people from their self numb state. This passage is talking about wicked people who arrogantly deny G-d. G-d says because they think that G-d does not see their folly, he will make them continue in their ignorance and will not send wise leaders to repent. He will use the enemy to open their eyes.
- Isaiah 29:14 Therefore, I will continue to perform obscurity to this people, obscurity upon obscurity, and the wisdom of his wise men shall be lost, and the understanding of his geniuses shall be hidden.
- From verse 17 to 24 you see that G-d promises that he will open their eyes and they will turn to G-d and worship G-d with all their heart and soul.
- This is a historical event that happened when Sennacherib[Assyria] attacked Judah and 185,000 soldiers of Assyria were killed by an angel. This has nothing to do with G-d hardening the heart of the people so he can destroy them. All it is saying is that G-d let them be in their hardened state of heart and used the enemies to turn them back to himself.
- In this passage you find that G-d is going to raise up Cyrus to be a messiah for Israel who was expected to help re-build the temple and city that Babylon destroyed.
- G-d is talking about how Cyrus would think that he was winning all the battles on his own might when, G-d was with him so he can be of help to his people Israel.
- G-d says how can a created being which is but dust question G-d's ways.
- The whole chapter is about the might of G-d and how is the ONE TRUE G-D of the universe.
- Hosea was a prophet for Israel [10 northern tribes] during the reign of King Jeroboam. G-d compares Israel to a wayward wife and how G-d as a good husband who will draw Israel back to himself.
- In Hosea 2 G-d is talking about how Israel has gone after her lovers [Baal worship - Idolatry]
- Hosea 2:15 And I will visit upon her the days of the baalim, to whom she burnt incense, and she adorned herself with her earrings and her jewelry, and went after her lovers, and she forgot Me, says the Lord.
- From verse 16-25 G-d talks about how he will bring Israel back to himself.
- Hosea 2:16 Therefore, behold I will allure her and lead her into the desert, and I will speak comfortingly to her heart.
- Paul twists the passage to support his point that G-d is talking about gentiles who are "I will call them ‘my people’ who are not my people" as gentiles when Hosea 2:1 clearly says G-d will denounce Israel and then in 23 he says he will take them back as his own. All the verses in between are passages about how G-d plans to transform Israel from a rebellious wife to a loving spouse.
- There is nothing about gentiles that Paul is talking about. So in summary, G-d did not harden Pharaoh's heart so that after 3500 years god could show mercy to gentiles.
